I am getting an error from the Tahoe-Sierra Rets server - Undecoded values were sent Please Advise.

Below is the complete error from the server:

ReplyCode="20203" ReplyText="Undecoded values were sent: Miscellaneous Search Error. Lookup: value Oroville not found in Lookup table City_Lkp_1 for Resource 1. [L_City]

I have pulled the metedata down and checked for this value in the lookup table and it does not exist.
