Photo Mod Dates not being updated for RANWMLS

MLS#s 50123475 and 50123441 have photo mod dates of 8/15/2017. However, the broker pointed out that new photos were uploaded into the MLS and when we manually downloaded them we got the updates. This was a couple weeks after 8/15. It seems like the photo mod dates in the data are not always updated when the agent uploads new photos. Obviously, that's a major problem and I'm sure these aren't isolated examples.

I checked both of the listings above and the L_Last_Photo_updt value are within a minute of the actual photo file modification date.

* L_Last_Photo_updt is in UTC
* L_Last_Photo_updt only has minimum resolution of one minute
* When pulling images using an incremental process, it is best to overlap the previous incremental request by a few minutes to allow for any variance in the timestamps and to ensure all the changes are identified.
